National Radio Systems Committee (NRSC) "can and should play a central role" in evaluating in-band/on-channel (IBOC) DAB systems, NAB told FCC in comments on inquiry to authorize such systems. NRSC, which was established jointly by NAB and CEMA, earlier this month filed at Commission its proposed guidelines for lab testing of IBOC systems. "All known IBOC proponents are participating" in activities of NRSC since it was reactivated in Feb., NAB and CEMA said. In 1993, NAB radio board first adopted DAB plan and last June "reaffirmed its commitment to rapid development and implementation of IBOC DAB," NAB said. It told FCC that "all AM and FM broadcasters must be given the opportunity to transition" to DAB and that Commission must adopt single IBOC system that ensures that interference to analog radio stations "is minimized during the transition." USA Digital Radio Partners had asked FCC in Oct. to issue rulemaking to authorize DAB on AM and FM frequencies.
